ANALYSIS DESCRIPTION
VEHICLE ENTERED THE RUNWAY 33 RSA WITHOUT ATC AUTHORIZATION. RUNWAY 6 WAS CLOSED BY NOTAM. VEHICLE WAS ESCORTING TWO GROUPS OF CONSTRUCTION VEHICLES ON RUNWAY 6 AND WAS THE POINT OF CONTACT BETWEEN THEM AND ATC. ATC INSTRUCTED VEHICLE TO REMAIN OFF OF RUNWAY 33. THE DRIVER SAID THEY WOULD. AIRCRAFT 2/B739 WAS CLEARED TO LAND ON INTERSECTING RUNWAY 33. AS AIRCRAFT 2 WAS CROSSING THE RUNWAY 33 THRESHOLD, ATC ASKED VEHICLE IF ALL VEHICLES WERE HOLDING SHORT OF RUNWAY 33. THE DRIVER REPLIED THAT THEY SHOULD BE. AIRCRAFT 2 OBSERVED THE HEADLIGHTS OF A VEHICLE ON RUNWAY 6 APPROACHING RUNWAY 33 AS THEY WERE ROLLING OUT AND REPORTED THAT THEY APPLIED EXCESSIVE BRAKING TO HOLD SHORT OF THE RUNWAY INTERSECTION. AIRCRAFT 2 STOPPED SHORT OF RUNWAY 6 AND REPORTED THAT THE TRUCK APPEARED TO BE PREPARING TO CROSS THE RUNWAY IN FRONT OF THEM, BUT DID NOT. THE PILOT STATED THAT THE VEHICLE DID CROSS THE HOLD LINE, BUT COULD NOT TELL IF THEY HAD ENTERED THE RUNWAY. IT WAS DARK AT THE TIME OF THE EVENT, BUT ATC ESTIMATED THE CLOSEST PROXIMITY BETWEEN 150 - 200 FEET.
