ANALYSIS DESCRIPTION
ATC DID NOT PROVIDE RUNWAY SEPARATION ON RUNWAY 13R BETWEEN AIRCRAFT 1 AND AIRCRAFT 2. WHILE ON A RIGHT DOWNWIND, LOCAL CONTROL CLEARED AIRCRAFT 2/C152 TO LAND RUNWAY 13R. WHEN AIRCRAFT 2 WAS ON A 1/2 MILE FINAL, AIRCRAFT 1/HJDT CONTACTED LOCAL CONTROL FOR DEPARTURE, HOLDING SHORT OF RUNWAY 13R AT TAXIWAY A1. THE LOCAL CONTROLLER INSTRUCTED AIRCRAFT 1 TO LUAW RUNWAY 13R. AS AIRCRAFT 1 APPROACHED THE RUNWAY EDGE LINE, THE PILOT INQUIRED ABOUT THE LINE UP AND WAIT CLEARANCE, ADVISING LOCAL CONTROL THEIR NOSE WAS ON THE RUNWAY 13R EDGE LINE WHEN AIRCRAFT 2 LANDED. QA ESTIMATES THE CLOSEST PROXIMITY WAS 60 FEET LATERAL AND A OVERFLY DID NOT OCCUR.
