ANALYSIS DESCRIPTION
A HAWKER H25C LANDED RUNWAY 31C AND TURNED LEFT ONTO TAXIWAY ALPHA.  ATCT INSTRUCTED THE H25C PILOT TO TAXI TO ATLANTIC AVIATION AND HOLD SHORT RUNWAY 22L.  THE H25C WAS SOUTHEAST ON TAXIWAY FOXTROT WHEN ATCT  INSTRUCTED THE H25C TO CROSS RUNWAY 4R.  ATCT REALIZED A MCDONNELL-DOUGLAS MD80 HAD BEEN CLEARED FOR DEPARTURE ON RUNWAY 22L SO HE ISSUED HOLD SHORT INSTRUCTIONS TO ANOTHER AIRCRAFT FOR RUNWAY 4R/22L INTENDING TO ISSUE THE HOLD SHORT INSTRUCTIONS TO THE H25C.  THE H25C CROSSED RUNWAY 22L VIA FOXTROT AND IN FRONT OF THE MD80 WHO WAS ROTATING AT THE INTERSECTION OF RUNWAY 31R AND 22L.  CLOSEST HORIZONTAL SEPARATION REPORTED AS 1,078 FEET.  THE H25C PILOT DISPUTED THE 1,078 FEET BECAUSE HE STATED "AS SOON AS HIS TAIL CLEARED THE RUNWAY, HE HEARD THE MD80 PASS OVERHEAD".
