ANALYSIS DESCRIPTION
RUNWAY CONFIGURATION DURING THIS TIME FRAME WAS THAT 4L/9L INTERSECTED. NEW RUNWAY CONFIGURATION CHANGED OLD 9R TO RUNWAY 10, OLD 9L TO 9R AND ADDED 9L TO THE NORTH OF AIRPORT. AN AIRBUS A319 WAS ISSUED TAXI-INTO-POSITION-AND-HOLD (TIPH) RUNWAY 4L FULL LENGTH TO AWAIT EXITING OF A PREVIOUS ARRIVAL. A EMBRAER E145 WAS ISSUED TIPH RUNWAY 9L FULL LENGTH FOR THE A319 DEPARTING ON INTERSECTING RUNWAY 4L. WHEN THE 4L TRAFFIC EXITED THE A319 WAS CLEARED FOR TAKEOFF. THIRTY-FIVE SECONDS LATER, NORTH LOCAL CONTROL (NL) CLEARED THE E145 FOR TAKEOFF ON RUNWAY 9L. SHORTLY THEREAFTER THE LOCAL MONITOR NOTICED BOTH AIRCRAFT WERE ROLLING AT THE SAME TIME AND TOLD NL, WHO CANCELED TAKEOFF INSTRUCTIONS TO BOTH AIRCRAFT. CLOSEST PROXIMITY REPORTED WAS 100 FEET HORIZONTAL WITH THE E145 ABORTING, APPLYING MAXIMUM BREAKING, AND ENTERING THE 4L/9L INTERSECTION AS THE A319 WAS STOPPING JUST PRIOR TO EDGE OF 9L/4L INTERSECTION. E145 CONTINUED THROUGH THE INTERSECTION. A319 PILOT LATER STATED THEY OBSERVED THE 9L TRAFFIC AND ABORTED TAKEOFF AS NL WAS INSTRUCTING BOTH TO ABORT. THIS EVENT DID NOT MEET THE PARAMETERS ESTABLISHED WITHIN AMASS TO TRIGGER AN ALARM, SO NO ALERT WAS GIVEN.
