ANALYSIS DESCRIPTION

TRAINING IN PROGRESS ON NORTH LOCAL (NLC) POSITION. A EMBRAER E145 WAS CLEARED FOR TAKEOFF ON RUNWAY 32L ABEAM TAXIWAY T10 BY LOCAL 3 (LC3) WITH A EMBRAER E135 ON AN APPROXIMATELY 3.5 MILE FINAL FOR RUNWAY 9R. THE FLIGHT PATHS FOR RUNWAY 32L AND 9R INTERSECT. LC3 DID NOT SEE OR WAS AWARE OF THE RUNWAY 9R ARRIVAL. UPON RECOGNIZING THE CONFLICT, LC3 ISSUED THE DEPARTING E145 THE CROSSING E135 TRAFFIC AND INSTRUCTED THE PILOT TO STAY AS LOW AS YOU CAN. E145 PILOT STATED "YEAH, WERE DOING THAT". LC3 THEN INSTRUCTED NLC TO SEND THE E135 AROUND. THE E135 CROSSED OVER RUNWAY 32L BY TAXIWAY T2 AND STARTED A CLIMB WHEN THE E145 WAS JUST SOUTH OF T2 AND BECOMING AIRBORNE. CLOSEST PROXIMITY ESTIMATED AT THAT POINT WAS 125 FEET VERTICAL, 350 FEET LATERAL. THIS EVENT DID NOT MEET THE PARAMETERS ESTABLISHED WITHIN ASDE-X (NON-INTERSECTING RUNWAYS) TO CAUSE AN ALARM AND NO ALERT WAS RECEIVED. E145 PILOT STATEMENT: DEPARTING 32L AT T10 AT CHICAGO O'HARE WE BEGAN THE TAKEOFF ROLL NORMALLY. I CALLED 80 KNOTS AND CONTINUED TO SCAN INSIDE AND OUT. AT ABOUT 115 KNOTS I LOOK DOWN TO CHECK FOR V1 SPEED AND NOTICE AN AMBER TARGET 200 ABOVE US ON THE TCAS. I MOVED FORWARD TO LOOK AROUND THE WINDOW POST AND NOTICE AN EAGLE E145 ON SHORT FINAL FOR 9R. I QUICKLY PUT MY HAND ON THE YOKE TO DELAY THE ROTATION AND POINTED OUT THE TARGET TO MY FO. HE ASKED IF WE SHOULD ABORT BUT WE WERE PAST V1 AND RUNNING OUT OF PAVEMENT, I SAID NO JUST KEEP ROLLING AND ROTATE PAST HIS ARRIVAL PATH. ATCT THEN GAVE US A TRAFFIC ALERT AND TOLD US TO STAY LOW, THAT ADVICE MAY HAVE BEEN TO LATE IF WE DIDN'T SEE HIM FIRST. HE MAY HAVE CLEARED THE AIRCRAFT BY 150 FT AT THE POINT HE CROSSED OVER. WE CONTINUED OUR CLIMB AND THE FLIGHT WITHOUT INCIDENT.
