(-23) N258PE EXITED THE RIGHT SIDE OF RUNWAY 26L, NOT VIA TAXIWAY, TRAVELING APPROXIMATELY 427 FEET BEFORE STOPPING IN A LOW GRASS AREA BETWEEN THE RUNWAY AND PARALLEL TAXI "A". DURING INTERVIEW BOTH CREW STATED THEY EXPERIENCED BRAKE FAILURE DURING ROLL-OUT. THE CREW STATED "THE RIGHT BRAKE LOCKED UP AND THE LEFT WAS INOPERABLE, THE AIRCRAFT VEERED TOWARD THE RIGHT SIDE OF THE RUNWAY, WE TURNED OFF THE ANTI-SKID, BUT LEFT BRAKE WAS NOT AVAILABLE, RIGHT STILL LOCKED." THE CREW SAID THEY DID NOT TRY TO USE THE EMERGENCY BRAKE, AFTER TIME SPENT ON OTHER ACTIONS THEY REALIZED THEY WERE NEARING THE EDGE OF THE RUNWAY AND THERE WAS NO TIME LEFT. INVESTIGATION FOUND NO SKID MARKS ON THE RUNWAY TO SUPPORT THE "RIGHT BRAKE BEING LOCKED-UP". MAINTENANCE FOUND THE #1 ANTI-SKID GENERATOR INOP. THE TYPE RATED ATP PIC OCCUPIED THE RIGHT SEAT AND THE NON-TYPE RATED COMMERCIAL SIC IN THE LEFT SEAT. THIS FLIGHT WAS AN FAR 135 CARGO FLIGHT. COMPANY OPERATIONS MANUAL AND FALCON AIRCRAFT FLIGHT MANUAL REQUIRE THE PIC TO OCCUPY THE LEFT SEAT IN THIS SITUATION. FALCON REP. ADVISED THE AIRCRAFT DESIGN WOULD ALLOW CONTROL OF THE AIRCRAFT WITH RUDDER, TILLER AND EMERGENCY BRAKE AND KEEP THE AIRCRAFT ON THE RUNWAY.
